$19M Investment: GAC Expands Manufacturing Footprint in Cambodia

On September 19, China’s GAC Group signed a KD plant cooperation agreement with Cambodian partner TH Group in Phnom Penh, with a total investment of approximately USD 19 million. This marks GAC’s first localized production project in Southeast Asia and a major step in its “ONE GAC 2.0” strategy.

The plant, located in Kampong Speu Province about 70 kilometers from Phnom Penh, is designed with an annual capacity of 15,000 units and four assembly lines. Completion is scheduled for December 2025, with production starting in early 2026. The project is expected to create hundreds of jobs and cultivate local technical talent. According to Sok Chenda Sophea, Secretary-General of the Council for the Development of Cambodia (CDC), the investment will not only support industrial upgrading but also strengthen Cambodia’s position in the ASEAN supply chain.

Since entering Cambodia in 2019, GAC has seen steady sales growth, with volumes projected to exceed 2,000 units by 2025. Local production is expected to reduce costs, improve responsiveness, and enhance market penetration. However, Cambodia’s annual new vehicle sales remain below 100,000 units, posing a challenge of overcapacity. Leveraging RCEP and ASEAN zero-tariff mechanisms to expand into regional markets will be crucial.

As Japanese, Korean, and Vietnamese brands accelerate their Southeast Asia expansion, Chinese automakers are shifting from exports to localized production. GAC’s Cambodia plant is not only a commercial investment but also a concrete achievement of the China-Cambodia “Industrial Development Corridor.” For GAC, the project represents more than incremental sales—it is a strategic multiplier that could become a pivotal hub for its regional operations.
