欧洲发布电池协议:打造全球竞争力电池生态体系

欧洲先进可充电电池与锂电池协会与欧洲电池伙伴关系协会近日联合发布战略报告《欧洲电池协议》。该报告被视为推动欧洲电池行业迈向全球领先地位的里程碑式倡议,旨在构建具有竞争力、可持续且具社会包容性的电池生态系统,以支撑欧洲产业复兴、实现气候目标并强化战略自主。

报告指出,尽管欧洲拥有强大的科研实力和成熟产业基础,但与中美两国间的竞争力差距正在扩大。中美通过政府主导的大规模投资和产业协同加速了电池产业布局,欧洲若不采取集体而果断的行动,将面临失去关键价值链控制权的风险。

《欧洲电池协议》提出以“创新—生产—采购—保障”四大支柱为核心,辅以覆盖范围、规模效应、推进速度与可持续性四项原则,构建完整的政策框架,推动欧洲愿景落地为长期产业实力。

在创新方面,欧洲将通过拟议中的 BATT4EU 2.0 项目(2028–2034)强化从低技术成熟度研究到产业化项目的创新链条;在生产领域,协议建议设立“欧洲电池生态系统基金”,15 年内投入 5,000 亿欧元,以支持资本密集型项目并增强规模化能力;在采购方面,报告强调通过公共采购政策、本地含量要求和可持续性加权机制推动电池国产化;在安全领域,欧洲将进一步强化外资审查、海关执法与贸易救济,并通过全球伙伴关系确保关键原材料安全。

随着电动化加速推进,《欧洲电池协议》的推出将对欧洲乃至全球新能源产业格局产生深远影响。

Europe Unveils the Battery Deal to Reinforce Industrial Competitiveness and Strategic Autonomy

The Advanced Rechargeable & Lithium Batteries Association (RECHARGE) and the Batteries European Partnership Association (BEPA) have jointly released “A Battery Deal for Europe,” a landmark strategic report that outlines a unified vision for building a globally competitive, sustainable, and socially inclusive battery ecosystem. This initiative is positioned to empower Europe’s industrial revival, support climate ambitions, and strengthen strategic autonomy.

The report warns that although Europe possesses strong research capabilities and industrial expertise, its competitiveness gap with China and the United States continues to widen. Both countries are accelerating battery industry development through large-scale government-backed investment and coordinated industrial strategies. Without decisive collective action, Europe risks losing control over a value chain central to its economic and energy transition.

The Battery Deal centers on four interdependent pillars—Innovate, Produce, Buy, and Secure—guided by four cross-cutting principles: Scope, Scale, Speed, and Sustainability. Together, they form a coherent policy framework designed to convert Europe’s ambitions into lasting industrial strength.

Key measures include strengthening the innovation pipeline through the proposed BATT4EU 2.0 (2028–2034) program; deploying €500 billion over 15 years via a dedicated European Battery Ecosystem Fund to scale production; embedding local content requirements and sustainability-based procurement mechanisms across EU policy instruments; and reinforcing industrial security through enhanced FDI screening, customs enforcement, trade defense tools, and global raw-material partnerships.As electrification accelerates worldwide, the Battery Deal represents a pivotal step shaping Europe’s future position in the global new-energy landscape.
